I'm having the exact same issue with chromium based browsers in my system (W10 / Ryzen 5 5600 / RX 6600) in HBO Max with only one difference: when hardware acceleration is turned off on Edge, all the stutter associated with the display and the subtitles is completely gone, but the streaming quality is limited to an awful 720p according to the
After Person 2 finishes speaking and Person 1 starts talking again, then subtitles from Person 2 show up, etc. Just seconds of delay for every line of dialog. Trying to "read along" when text and dialog don't match just makes things even worse. I'm watching on an Apple TV 4. Suicide Squad was the most recent thing I noticed it with.

By default, Apple TV uses the best audio format available. If surround sound isn't working, try changing the audio format to Dolby Digital 5.1. To do this, on your Apple TV go to Settings > Video and Audio > Audio Format and turn on Change Format. Here you can choose Dolby Digital 5.1 (instead of Use Best Available).

Not. Working. First we tried streaming from HBO Max app to Chromecast and subtitles were huge and all over the place. No effect when changing setting in IPhone. Afterwards when streaming from Chrome we could make the subtitles smaller through the computer settings, but still way to high up on the tv. This probably happens 10-20 times in every show. However Shrinking is an even greater offender. The subtitles are just objectively awful. Whenever the term 'raw dogging' is brought up, the Korean subtitle for it is 'trolling'. Now, you might think, well he thinks she's trolling him, but that isn't the joke.
To turn on subtitles, these are the steps you need to follow for both Android and iOS: Select and play your desired content on the HBO Max. After that, tap any part of the screen. This action is meant to bring up the playback controls. Look for the CC button and tap on it to turn on subtitles.

The default subtitles for HBOMAX on my Roku TV are bright yellow with no background, so they're extremely difficult to read if the show has any bright colors. I've heard online that they can be customized, but I don't see an option for that anywhere in HBOMAX's settings.

HBO Max is one of the main streaming services that are available out there. Like other similar services, it is available on many platforms. However, for some time now, HBO Max users have been facing an annoying subtitle-related issue. Apparently, the positioning of these is not working correctly (1, 2, 3, 4).
