I'm having the exact same issue with chromium based browsers in my system (W10 / Ryzen 5 5600 / RX 6600) in HBO Max with only one difference: when hardware acceleration is turned off on Edge, all the stutter associated with the display and the subtitles is completely gone, but the streaming quality is limited to an awful 720p according to the After Person 2 finishes speaking and Person 1 starts talking again, then subtitles from Person 2 show up, etc. Just seconds of delay for every line of dialog.
